Romans were very conservative when it came to symbols. They liked to write as much as they could while using the least amount of space, and in as few words as possible. So, it was much more logical from their point of view to, rather than creating an entirely different letter system, to just use the one they already had to create their numbers. The reason they didn't use the Greek numerals was because they had already had their counting system into play before they learned how the Greeks did it, and didn't really feel like converting systems. Thats reasonable of them though, I'm sure we wouldn't like it if we were told to become completely reliant on Roman Numerals, especially since we have a system that works well already.
