water is a polar molecule .so there create a electric dipole between hydrogen (positive) and oxygen(negative).water dissociates the ionic bond of the salt forming positive and negative ions .thus result a strong interaction between water and salt

The answer is very simple.Sugar and Salt dissolve in water but oil does not because sugar and salt are lighter in weight than water but oil is much heavier than the actual volume of water.That's why it doesn't dissolver.

The general rule is "like dissolves like." Water is a polar substance and caries charges. The chemical formula for table salt is NaCl. It is an ionic compound. As you put salt in water the salt and water molecules begin breaking apart into charged particles. The positively charged water molecules surround the negatively charged Cl atoms. The negatively charged water molecules surround the positively charged Na atoms. The separated Na and Cl molecules disperse within the water, therefore dissolving.

Oil does not contain any charges, resulting in it being non-polar. Therefore, because oil does not carry the charges necessary to break up the NaCl bond, the salt will not dissolve in oil. This is essentially the same reason that oil and water do not mix. Water is polar and oil is non-polar.
