There are many reasons. One of them is you are trying to connect to secured network without knowing the pass phrase. Also your network adapter might not be compatible with the network. Another thing is that you mac address can be on the black list of blocked mac addresses. It's possible that the router which you are trying to connect to is using so called white list and your mac is not on that list.
Make sure that your router does have access to internet. You can ping for instance Google from directly from google. If it does not work, your router does not have internet. If you get response from google, it's easier. The shortest way is just write down setting for your ISP and reset to default setting your router. If you do not want to that, check security setting, make sure that mac filter is off, check setting for DHCP settings. Also it's a good idea to check your router itself. That it actually does work with wireless adapter. The best way to do that, it's to connect to computers to the router and try to transfer a file.
There are a million reasons why. It could be a lot of things, here are a few:
Your laptop doesn't have a wireless card!
The switch for wirless is 'off' (or the Fn key needs pressing).
The driver is disabled.
The driver for the wireless card is not up to date.
If using Windows XP, make sure SP3 is installed.
Does your PC have a wireless facility?
Do you have the instruction manual for the router? It will tell you the system requirements for connection.
If your router won't connect, you need to call service number, wherever you have the router from.

first you have to have internet connection or it wont work
Check to make sure the router is connected to the internet. I had a problem like this once. Make sure you put in the correct wireless key. It will still say that it can connect to the router but you wont really be connected to it.

If the internet connection going to your router is connected to a modem then you mght want to turn it off. The modem will have the MAC for your PC stored in it and when you plug in the router it sees its a different MAC and it wont work. Switch the modem off, take a break and then power it on again. When you leave it off for a while it looses all its data, including the MAC address and the next time its powered on it checks for the MAC and finds your router and then it will work. Hopefully.
You need to make sure that your wireless adapter supports the security. Check if the network requires WPA2, if does and you cannot connect to it, it means your adapter can't work with and the router has to configured to work with first generation of WPA.

First thing to check is the encryption, a 'new' router would be using WPA encryption, but a DS Lite only supports WEP. You'd have to log into the router's settings and change it.
The internet connection needs to be made before the connection to the computer the router goes between the broadband and the computer. Try a wired connection with a purchase of an ethernet cable that goes from the back of the PS3 to the router or modem. A wired connection works best with the PS3 so that it doesn't have to maintain a wireless signal. Try using your connection without the router or computer and then adding them after your PS3 has already been connected. Just plug an Ethernet cable into the back of the modem and the Back of the PS3. After that works add the router between the modem and the PS3 and finally plug in the PC into the back of the router. You really don't have to do it this way but it will allow you to gain confidence that the problem was never with the PS3 and just your setting up of the connection.
