The dome light won't go out because one of the plastic door switches is bad. This switch is the one that controls the lights when the door is shut. It is probably the driver side door switch. Go to the dealer the switch is about 10 dollars. I have replaced mine on my 2000 Neon at least 10 times in 5 years. It is an easy fix. Good luck.
