Generally, the rule of thumb in regards to Pokemon obedience has always been the amount of Gym Badges you currently have... having all 8 region badges should guarantee your Pokemon will listen to you. If it isn't... I dunno what to tell you. *shrugs*

∙ 9y agoOne reason you may not be able to trade a certain Pokémon is because you're trying to trade with a later or earlier game that does not support the moves your Pokémon has or doesn't support the Pokémon you're attempting to trade. Additionally your Pokémon would be blocked in some games such as Pokémon X or Y if it has a HM move.
Special event Pokémon cannot be sent to the GTS due to having ribbons that will prevent their upload to the GTS and in some games such as X or Y, some event Pokémon will be blocked from being added to the GTS.

∙ 15y agoA traded Pokemon will not obey you either because: You haven't enough gym badges; OR The Pokemon's level is too high for you to manage (Solution? More gym badges.)

What would cause Mew not to obey in Pokemon?
A Pokémon does not obey you if it is a) traded from another game or b) carelessly hacked and you don't have the Gym Badge that makes Pokémon of its level obey. This goes for Mew as well.
