Check fuses and relays first just because it's easy. You'll find them both under the dash console (left side) (edit: the box is hidden behind the little accessory box, that is on the left side of steering wheel, near your knee. You have to open it and carefully lift it out to see the fuses.) and under the hood (also left side). All three of those items won't be on the same circuit but I wouldn't rule out dirty or corroded contacts.
If you purchased the car used within the past couple of years and aren't sure of the history you might want to get a CarFax report. Thousands of vehicles have been pulled out of flooded areas (Katrina, Mid West etc) refurbished then sold in other states. Many of those are going to have electrical problems.

The fuse box for the window and locks is behind the coin holder. It's kinda hidden behind the air conditioner tubing. Hope this helps!!!!

Maybe you should get your car serviced... and is there chewing gum in there?
If the windows and the bottom two cig lighters dont work then its a blown fuse.

Remove the power locks and windows fuse you will loose power for your windows also

It can be your battery, when it doesn't have enough power the computer will not allow you to use power stuff. It can be also one of the relays which are responsible for stuff like power locks, power windows and so on.
