I have the same problem in my caprice, what you need to do is just sit there and switch it to high for a few minutes, then eventually if you keep playing with it it will turn off when you switch it to the far left
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
chevy has bad solders. they crack and cause things to malfunction. mine does the same thing.

Yes you can. I did it to my 91 s10 however you wont have control over your wiper speed since its only a two position switch on/off. I have a 3 position switch on/off/on one for slow and one for high however I have not tried this out yet.

Check the Multi switch. This is the turn signal on the side of your steering wheel. This is sometimes called a multi switch because it runs the signals, headlight dimmer, sometimes cruise control and windshield wipers. Easy to replace.
