The idle speed solonoid probably needs cleaning. It is on the throtle body start by making sure the air filter is clean and before removing the idle air control assy, try cleaning the throttle plate and bore with a little carb cleaner. this may fix it and you wont have to deal with all the baloney of removing the throttle body. it will run bad for a few seconds but it will clear....i promise
your throttle body could be sticking i'd start by cleaning that
To clean the intake of a Mitsubishi Lancer OZ Rally, start by removing the air intake duct and throttle body. Use a throttle body cleaner and a soft brush to gently clean the throttle body and intake manifold surfaces, ensuring no debris falls into the engine. After cleaning, reassemble the components and check for any vacuum leaks. It's advisable to disconnect the battery before starting the process for safety.
Depends on the car, probably has a fuel or air delivery problem. Start by cleaning the throttle and IAC motor

To clean the throttle body on a Pontiac Grand Am, first, ensure the engine is off and cool. Remove the air intake duct to access the throttle body, then use a throttle body cleaner and a soft cloth or brush to gently scrub away carbon buildup. Be sure to open the throttle plate to clean both sides, and after cleaning, reassemble the intake duct securely. Finally, start the engine and check for smooth operation.

He couldn't start the engine because the throttle was stuck.
Yes.
Could be that the throttle plate (in throttle body) is stuck open. Try to "free up" by sticking a screw driver into throttle body
Clean the throttle plate with carb cleaner. I had this problem especially from a cold start up. The gas pedal was extremely hard to press which caused you to surge forward. The dealership recommended fuel system cleaning and that did it for about 100 dollars, over a year now no more problems.
