I'm going threw the same problem with my 93 deville. I'm replacing the fuel filter, if that doesn't work fuel pump, if that doesn't work maybe the injectors or perhaps sparkplugs and distributor?
I'm no mechanic but my experiences with working on my own vehicles is, it's always going to be a process of elimination. In other words, the "trial and error" method. Unless you can get a shop or mechanic to hook their computer up to that can tell you exactly whats wrong with it. But I know first hand, that alot of shops don't carry the computer for cars below 95. In conclusion, I would do sparkplugs and wires, maybe distributer, or the fuel filter. Cheapest options before considering buying a $100 fuel pump.

replaced battery in 1991 cad deville and reprogramed computer as car manual said. now car will turn over but not start
The "DTS" as in Cadillac DTS stands for DeVille Touring Sedan. The Cadillac DTS replaced the Cadillac DeVille. The Cadillac DTS was first produced in 2005.
The battery is located under the rear seat.

you got the wrong key.
You can remove the 1999 Cadillac Deville ignition switch by removing the retaining ring. The retaining ring will be at the top of the ignition switch. Pull the ignition switch out. Remove the wiring harness from the back of the switch. Reverse the process to install the new switch.
Disconnect the battery. Disconnect the air bag system. Remove the steering wheel. The dimmer switch can now be replaced.
