You probably have a blocked or frozen pipe into the H/W tank.
It could be a number of reasons. Has any of your pipes frozen? Are all of the water valves turned on? Did you pay your water bill?

A water faucet is the mechanical device fitted to the water supply pipes over bathroom and kitchen sinks. When turned on they supply water.
Result is broken pipes, so symptoms are: 1) no Water at faucet 2) leaking water elsewhere.

You have air in your pipes and it needs to be flushed out.
I think it has something to with your pipes not your water. Your pipes are must probably rusty and it is coming out in the water.
To remove old shower pipes to install a new shower faucet, turn the main water off first. Then either cut the pipes at the joints or unscrew the washers holding the pipes together.
The water pipes are full of cold water. All that cold water has to be flushed from the pipes before the hot water from the tank reaches your faucet.
If pipes are frozen no water can flow, so water meter shouldn't be registering anything. But if pipes are frozen it's a good idea to turn the water off at the inlet. That way you have a chance to discover and leaks and damages when the pipes thaw w/o getting the whole place flooded.
