Many vehicles have a "mist" feature that makes the wipers swipe one time upon startup to remove mist or fog. This normally can be turned off...check manual.
First guess would be a bad ignition switch.

I would start with testing the "park" switch inside the cover of the windshield wiper motor.
Because the windshield wiper is on.
most likely the switch is bad, or the wire plug has a bad connection
The motor shaft and the wipers are'nt connected properly(the timing is off), just disconnect the wipers from the motor. Turn your car on and cycle the motor and it should be back at the home position. Pull your wipers back down and reconnect and all should be fine.Thats if you put in a new wipermotor. If not, maybe the wiper switch is bad.
My wipers would only work on high. we replaced the signal lever which works the wipers too. i did get my mechanic to do it because it was'nt as easy as the parts store said it was. try replaceing the wiper pulse relay board under driver side dashboard

You probably have a faulty multi-function(turn siganl) switch.
If your windshield wipers are not working, you should check your owners manual. It could be a fuse or another easy fix.
