Since you're checking the resistor, I would assume you checked the fuse/relay for the blower motor. If not check that. If you have then there would be an open wire between the relay and the resistor.

The year, make and model info would help but in most cases the blower motor resistor can be found close to the heat blower motor. So locate the blower motor and the resistor should be very close to it.

Its very easy, go to your local GM parts counter and order a pigtail for the blower motor resistor harness, all you need to do is cut and connect the appropriate wires together and youll be all set.
