To answer your question: yes, E10 will lower mileage. What is unknown however, is how much of a decrease you'll see when using E10. Depending upon the vehicle, E10 will generally decrease mileage by 5-10% but in older, high-powered vehicles such as a Chevy big block it can decrease mileage by up to 25%. This is because ethanol gives off less energy when burned. The approximate BTU value of E10 fuel is 111,000 while the BTU value of regular gasoline is approximately 125,000. This means that burning one gallon of E10 will yield approximately 10% less power in perfect conditions. If you're having trouble with mileage I would recommend using an additive for ethanol blended fuel called Eth-Guard.
Eth-Guard is completely safe for all engines and does not contain any harmful ingredients such as alcohol (why use more?), MMT, TEL, MTBE or lead. Eth-Guard will lubricate vital fuel system parts, increase the energy of the fuel (the BTU's of Eth-Guard is approximately 150,00, therefore increasing mileage and performance) and will prevent phase separation in most applications.
