I believe it's possible as long as you can offer more than just your 3.6.
I graduated high school with a 4.0 and was initially rejected by Berkeley. However, I appealed my application and was accepted a month later.
This goes to show that grades are not everything.
You must be well-rounded. Play sports. Get involved with music. Join clubs and show school spirit by helping out your officers. Do some community service. In fact, if you can show your leadership ability by being president of your graduating class, editor-in-chief of your school newspaper, captain of your Basketball team. Even if you're just the assistant treasurer of ANY club, I think any involvement is helpful. If you can show them why you're different, why you're unique, why you deserve to be at Berkeley, I'm sure it's possible.
