No the 350 small block will not bolt up to the 3.1L V6. The 3.1 is a 60 degree block V6 and the 350 is a 90 degree block.
So long as the engine is a stock small block, yes - bolt that 4L60E to a turbocharged small block or a big block, and you're going to wreck that transmission quick.
