The VOB file folder contains the files to a DVD movie. However, they're usually broken down into approximately one megabyte pieces and need to be recombined before you can burn a DVD or play it completely in a DVD player.
Try searching online for a couple of programs entitled, `DVD decrypter' and `DVD shrink' for your Windoze machine. You can also go to download.com, sourceforge.net and Tucows to find other software that'll do much the same thing.
