You can, but it'd be amazingly pointless. The blow valve is needed on turbo engines to release the pressure that can build up if the driver goes off the throttle quickly and the engine revs drops fast. W/o a turbo you won't get any pressure build-up so there's no use for a blow valve.

BOV's (blow-off valve) are to prevent too much positive pressure from entering the engine due to boost build-up and to releave back pressure from re-entering the Engine. A non-turbo car cannotuse a "BOV" since there is no turbo and/or positive pressure present in the intake manifold. This is STRONGLY not recommended, on NON-Turbo cars. As there is not reason for it to be present.

No, there is no reason for it. In turbo cars you have intercooler pipes that need pressure released at certain times. You have no intercooler in non-turbo cars. I guess you could install one if you wanted to look silly, but it wouldn't serve any purpose or be functional. I hear you can get a fake bov that makes the sound, if that's what you are looking for.
