yes. But you have to train the dog to stop barking using a dog whistle first. I don't know how to do that as I'm not a proffesinal dog trainer.

The reason it doesn't seem like it is that dogs hear in a wider range than humans, and dog whistles are pitched so high that we can't hear them.
