My LG 32LE5400 LED LCD manual specifies an operating temperature range between 32 and 104 degrees Fahrenheit and a storage temperature range between -4 to 140 degrees Fahrenheit. I use it on my covered patio and in the unlikely event that temperatures in Orlando dip below 0 I'm moving the TV inside. Check the product specifications in your TV's manual to determine what's safe.
I've read that LCD switching slows as temperature drops; if so, this would result in blurred motion. I've also read that operating LCD TVs at temperatures below the lower operating temperature limit can result in permanent damage to the display. Don't know that this is true from personal experience but given the price of these TVs I personally intend to err on the side of caution.

Not directly. But if your lcd monitor is attached to a device that heats up a lot when in use, the cold outside and the hot inside can warp the metal and inadvertently break the monitor.
