Unless it's exceptionally hot, and/or the rooster is not used to heat, a rooster will usually not stop crowing, though his crowing may very well decline in the hottest hours of the day.
You can wear deodorant and avoid to much physical exertion in hot weather.
Roosters are not an aquatic species and therefore do not have gills. If you are referring to the red skin hanging under the beak, they are called wattles and they help cool the chicken during hot weather.
