∙ 11y agoThere are few ways to get a Rayquaza.
In RSE it is located at Sky Pillar. In Ruby and Saphire you must beat the Elite 4 to gain access. In Emerald Rayquaza is battled as part of the story and can be obtained earlier in the game.
In HGSS Rayquaza is found in Embedded Tower after the player has a Jade Orb. The Jade Orb can be obtained by showing both a Kyogre and a Groudon.
Other then these methods one could trade from a friend or from GTS, wait for an event, or hack one's game.
However no NPC will trade a Rayquaza.

RAYQUAZA knows these techniques: EXTREMESPEED REST FLY DRAGON CLAW. The ratio of it being shiny is 25%. The only difference between SHINY & NON-SHINY is that the SHINY one is BLACK, not the regular GREEN. The best ball to use on RAYQUAZA is either an ULTRA-BALL (Or if you are lazy and not bothered a MASTER-BALL!)
