No. The year is only a leap year if it is divisible by 4. However, it is divisible by 100, it must also be divisible by 400 to be a leap year. For example, 2000 was a leap year, but 1900 was not. So 1896 was a leap year and the next leap year was 8 years later, in 1904. 2096 will be a leap year, but 2100 will not be and next will be 2104, so again there is a gap of 8 years.
