Not always. Rain can fall in less than 32 degree temperatures and can be in the form of sleet or ice pellets or just rain that freezes on contact with frozen ground. 32 degrees or below cause 32 is freezing point of water

Well when rain falls from a high altitude it slowing flurries if the temperate is under 32 degrees which is the freezing point so yes rain does turn into snow.
