The difference between tire sizes is 1.29in.
So if on your 185/65-14 tires you have an extra inch and a half of slack adjustment they will more than likely work with the bigger 70 profile tires.
Remember that if your tires are quite worn when you put the chains on you will need more than 1.29'' of slack because the new tires will have more meat on them and a bigger diameter.

You can but know that your speedometer will be off, and handling, ride, and fuel mileage will be effected. Stick with the correct OEM size tire.
The 185-60-14 tires are general tires. They can fit most vehicles and are all season tires.

The 185 70 14 wil be slightly taller So if you have two of them it will most likely be alright if you have a two wheel drive car or truck. If it's four wheel drive, all four tires and wheels must be the same. You can mix sizes on two wheel drive as long as the front two are the same and the rear two are the same. The larger are more likely to fit on the rear. Not a good fit as the 185/70-14 will be taller with a larger diameter and you speedometer will be 2 mph slow at 60 mph. A much better fit if you want to go with a narrower tire would be a 175/70-14 which is almost identical in diameter.
