No. It will be held by the IRS and applied to your tax bill. So you won't get a check in the mail or deposited into your account, but you will get a credit towards your back taxes. The same is true if the IRS is currently keeping your refund through the Treasury Offset Program for student loans, child support, etc.

That is the job of the Federal Government and State in which you live. It is not something you can or should be involved with. If they fail to pay, you are not liable, they are. The easiest way to see if they are paying at all is if they still give you a check. The Federal Government is fairly quick to shut down companies that don't pay.

No. Federal taxes are never deductible from Federal taxes! (Even if you paid them the year they were due. Certainly paying them in a later year won't produce a benefit).
