Absolutely, if the cluster panel doesn't work chances are it came unplugged in back. It won't affect the starting/running of the vehicle.
The sensors are located on the transfercase for your cluster panel

To get a 2003 F-150 Truck to start after replacing the instrument cluster the cluster will have to be re-programmed. A dealer or possibly a locksmith can reprogram an instrument cluster.

what do you mean? did they stop working, work now and then, or what is working and what not? if everthing is dead and the truck runs ok, then ckeck the fuses, but im not sure at all it could be PCM related.

If the abs light is on, then you might have a rear axle speed sensor issue. If not, then you have a cluster problem.

If both the speedometer and odometer stopped working it is probably the speed sensor in the transmission gone bad. If only the speedometer quit you may have to replace the dash cluster with a reconditioned unit.
depending on the year of the truck most of them are fairly simple just pop the dash trim off is just held on with clips and cluster should be held on with about 4 7mm bolts around outside. there is no plugs to unplug when you put it in place its automatically plugged in.
My 2003 FORD does that too. It's just something that Fords and Chevys do.
It controls what gear the truck can be started in or started at all. If not working or in correctly working truck may start in DRIVE not good for anybody, especially unattended kids.
