Absolutely. That's a silly question. You're gonna feel stupid for asking it, and you'll see why: The audience of a work of art it not who decides whether or not it's art. It's the artist that decides if they have made art. If a man writes something and calls it a poem, then it's a poem. If a man paints a picture and calls it a poem, then it's a poem. (To most people this would be known as "visual poetry") If a person doesn't like a work of art, they might say "that's not art", but they'd be dead wrong. Tupac's poems are definitely poetry, regardless of whether or not some stuffy teacher or parent doesn't like them. Now, don't you feel stupid?

Besides the fact that his poems were emotional and moving, the majority of them are called Free Verse poems. They are poems indeed, with no form or structure. They do not have to rhyme( in some of his poems they do) and they do not have to be in a specific pattern or length. Each of his poems have specific diction, expressed by his well known "2" in replacement of "to" "two" or "too".
