This is because as a tree lays down each of its growth rings it is only the outer layers which continue to exchange carbon with the atmosphere. Therefore, by dating a sample of wood from the INNER ring of the tree you could find out when it first began to grow. Unfortunately this process would be slightly pointless for two reasons, firstly you would have to kill the tree, and secondly dendrochronology, or tree ring dating remains the most accurate dating method available to archaeologists (where a suitable sample can be found) so it would make much more sense to just count the rings (if the tree was still living) or use dendrochronology to match up the rings and find a date (if the tree has been dead).
