At first Jack is just as innocent as the rest of the boys on the island. Then when he starts hunting and killing pigs he is turned back to his primitive ways and the evil in him takes over. So in a way Jack represents evil in the book. But he does not represent the Devil, the pig's head on a stick or "Lord of the Flies" represents the Devil.
