Yes, because the competition may not be fair otherwise. Sometimes voters vote for people who look good, or are popular, and sometimes voters don't judge people on their actual talent. Well, the judges aren't biased by that. So they will pick someone with actual talent. Therefore, the voters of America should not decide the finalists of Dancing with the Stars.
