yes, and so do ball point pens. However fountain and quill pens don't.
Assuming you are pressing on each one with equal force, it will depend on which has the higher coefficient of friction between the 2 surfaces.
sliding friction
If there was no friction the vehicles would never stop, we couldn't write on the board as friction makes chalk writing visible. Without friction no building could be constructed, the vehicles on the road would never move. Friction helps a lot in many ways and is a necessary in our life.
It is easy to write on a rough blackboard. The friction between the chalk and the rough surface is what allows the chalk to leave behind the chalk dust that we see. Actually it would impossible to write on a theoretically smooth blackboard. Without the friction, the chalk would not leave any residue!
Because, the eggshells cannot reflect the materials used in making the chalkboards,in sidewalks, it's okay, because it is rough, but in the chalkboards is is very slippery, that's,,hope it helps! :))
A piece of chalk.

Chalk powder

chalk is made from substances in the earth, (which i don't know the name of) and it is a weak rock that we always see in class,( depends if your teacher is a smartboard or Geniusboard user or uses marker). Chalk is used for writing, lawn tennis, gymnastics, and toothpaste.
