You are problay using the valet key. We had the same problem when we fist got our van. There is another key that work right. Get it.

I have a similar problem. Once in a while I can't turn the key to the start position. I have found that turning the key towards the acccessory position first releases the key cylinder. Apparently this is a quirk of the '99 windstar. Carl
