∙ 14y agoYou can't evolve any level 100 Pokemon, except Pokemon that can't evolve without using Stones or trading, like Poliwhirl, Kadabra, Scyther, Clamperl, etc. If you want a Lucario, put that Lv. 100 Riolu in the Day Care in Solaceon Town with a Ditto, if you have one. The two will reproduce a Lv. 1 Riolu in an egg that you'll need to hatch and raise to level 30 with high Friendship. If you don't have a Ditto, then trade one from a friend, trade for a Lucario, or trade for another Riolu that's the opposite gender of your Riolu, so you can put the two Riolu in the same Day Care to get another Lv. 1 Riolu.
