Either the shutoff valve at the floor is plugged up or the fill valve in tank has failed. They are easy to replace. - Make sure water valve as mentioned before is OFF. Then flush toilet to get rid of remaining water, sponge out last drops . Remove the pipe from valve to tank, (if it's a hard plastic or steel one then get a new SS braided one when you go for the Fillvalve. ) Now remove large nut on the base of Fillvalve, (where you took the pipe off) unscrew this and fling out the old fillvalve and ball. -Go to Rona or Home Depot and get a Fluidmaster 400A or it's current equivalent (they will Know) This is a Universal Fillvalve, and very reliable, easy to fit and long lasting. They cost $15-18 . These valves have very good instructions - READ THEM . After installation, fit your new SS Braided connector and turn water on at floor.

The first step in cleaning the toilet is to check the level of the bottom tank of the toilet to ascertain how much waste is in the toilet. If the toilet is full or the toilet will not be used in a couple of days, the toilet should be emptied of all waste. If the decision is made to empty the toilet, pump water should be pumped into the toilet bowl from the flush reservoir. The next step is to add toilet disinfectant into the toilet from the base of the waste reservoir. Toilet chemicals should never be poured directly into the toilet bowl itself. All water and waste in the toilet should now be emptied into the bottom reservoir. This is accomplished by pulling the T lever under the toilet bowl. Once all of the water and waste has been emptied into the bottom reservoir, the T lever should be closed. The toilet top should now be separated from the bottom reservoir so that the bottom reservoir can be emptied. This is accomplished by unlatching the toilet top from the bottom reservoir. It is important to make sure that the bottom reservoir is closed prior to picking up the bottom reservoir. Failing to do so may result in waste and chemicals pouring out of the bottom reservoir when the reservoir is picked up. Once the reservoir is picked up, it must be carried to an approved dump station or sewage plant. The reservoir is emptied by unscrewing the cap located on the back of the reservoir, and emptying all of the waste and chemicals. Make sure that the reservoir is emptied completely and rinsed thoroughly prior to taking it back to the portable toilet location. If there are any unpleasant smells coming out of the reservoir after it has been emptied, add more disinfectant before returning the reservoir back to the portable toilet location. The final step in emptying the toilet is to return the reservoir back to the portable toilet and connecting it to the top of the portable toilet.
