when pressed it changes the shift points in the transmissionto make the vehicle tow a large trailer more easily so the extra weight dosent hurt the transmission, it does nothing else, its only there in case you need to haul a heavy load.
An educated guess would be because the switch has failed. That is the most common reason why that feature would be inopreative.

Depending on the year of the truck. Trucks with towing packages can tow up to about 8000 pounds if they four wheel drive. Base models with two wheel drive can only tow about 6000.
it should be 1 ton including the weight of you and a passenger but you can usually haul a little bit more but to be safe 1 ton! 2000 lbs

i have hauled up to 2000 lbs in mine for a short distance but later discovered a broken leaf spring now i won't haul any more than 1000 lbs.
