It is not a recommended procedure. Depending on what size service entrance cable it is the wire size will be too large to fit into the breaker and range lugs. Cutting strands off of a larger size wire to fit into the lugs is not acceptable. If this is new construction then the electrical inspector will reject the installation for not using the properly sized cable to feed the range. Use the proper size cable and feel free that there is not going to be any problems further on. The wire should be 3 conductor #8 fed from a two pole 40 amp breaker.

The ground wire must all ways be used. This is your first line of defence if a short circuit occurs. It is the current return path that trips the breaker and disconnects the load from the main service panel. The green wire on a stove cord, at the stove end, must be connected to the frame structure of the stove. Look for a ground lug or ground screw to connect to. If you can not see one, pick up one at a local DIY store and install it. Safety first.

If the stove is rated for 30 amps then 10 wire would be enough. However if the stove is rated for 40 8 wire would be needed, 50 6 wire
Change the cord/plug on the stove to a four wire cord/plug. When installing the new plug remove the grounding strip that connects the center lug in the stove wiring block to the frame of the stove. Connect the white wire from the new plug to the center lug. Connect the green wire from the plug to the stove frame.
