This depends on the state law for licensing you live in - if there is one. In most states you can be an apprentice locksmith as young as 12 years old. There are many that work with their families younger and can open safes and locks with almost no problem. There are also correspondent courses you can take to get the basics. Calls to open vehicles or do other jobs might raise eyebrows, but as long as you don't do damage and are competent it's usually not an issue. Bottom line is check the city and state statutes, and someone willing to train with.
