Your letter would have to present information about a number of things. From whom do you wish to borrow the money, how much money do you wish to borrow, what do you intend to purchase with this borrowed money, what kind of repayment schedule do you envision, what income do you have which would enable you to meet that repayment schedule, and what kind of credit history do you have.

I will add that loan requests are usually made in person, not by letter. You would still need to have all this information, however.
