That depends on many factors, ie. crops that have been planted there previously, what crops are next to be planted there, region of the country.

Many times Anhydrous Ammonia is used, many times raw manure is spread over the fields....

Tillage by use of discing, harrowing, or cultivating then harrowing...some may put solid rollers on to better compact the soil.
