A falsehood is usually always false. I say usually because many people believe their opinions are facts, or believe there is only one "truth" about a subject. Often, there are many "truths", which depending on the viewpoint held, could ALL be "falsehoods"-- yet, they remain "truths" to the person(s) who believe those positions are truths. Human beings don't agree on most things, and few things have only one right answer.

However, strictly about being honest in one's dealings with others, one falsehood often leads to two, three, etc. So in the sense of lying, a story built on a lie can only be a lie. The larger picture may contain some truths, but the lie will always taint and tarnish the parts that are true.

Yes. This is an accurate translation. I would have translated it as "That which is built upon falsity is necessarily false", but this is simply a word choice implicit in translation. As for whether the saying is true, I leave that to fellow expert, Cassandra Lifesnadir.
