im going to take a shot in the dark here a say its in the gas tank if its fuel injected.
Try the fuel line that is inder the front side drivers seat It might have a quick disconnect
it's located under the car,driver side in front of the rear wheel in the fuel lines.
Sorry, no fuel cut off. If you need to stop fuel flow, you need to unplug the wires at the fuel pump(by fuel tank) then run motor till engine stalls.

Check the crank sensor. This what happened on my 1994 Lincoln Mark VIII.
filter may be clogged, pump may be bad or if it has been sitting for a long period of time the injectors may be stuck not allowing fuel to flow.
The fuel filter needs to have a good flow. When the fuel filter gets clogged the fuel stream slows or stops. The vehicle will either run sluggish or stop running.
I am not exactly sure about the Lincoln Town car, but Ford has several models that have inertia switches that are located in the trunk. That is what they are called. They shut off the fuel flow to the engine.
