The initial response was a defensive one : all air traffic in the US was suspended for two days while new safeguards were designed. These eventually tightened security for all air travel, domestic and international.

On October 7, 2001, President George W. Bush authorized the military invasion of Afghanistan under Operation Enduring Freedom, which eventually forced the Taliban rulers of the country from power. As they had been protecting the terrorist leader Osama Bin Laden, he was forced into hiding in the mountains on the Pakistan border.

On November 25, 2002, the US established the new Department of Homeland Security to oversee and coordinate all US intelligence and law enforcement in the area of domestic security and terrorism.

It reacted to the attack, perpetrated by Egyptian and Saudi Arabian terrorists, by attacking Iraq (that had absolutely nothing at all to do with the attack) and Afghanistan, where the Saudi Al-Qaeda had several training camps.

Both attacks did not lead to any of those countries embracing Western values, however. In Iraq, the US intervention only led to a (predicted) large-scale conflict between Sunni and Shiite Muslim population groups, today in the form of IS versus Shiite fighters and the West. In Afghanistan, it led to massive arrests of anyone looking even vaguely suspicious and to the resulting and to this day persisting problem of the Guantanamo Bay prisoners. In both countries, US influence today is shaky at best and in Afghanistan the Taliban have reinstated their hold over much of the southern part of the country.

In both countries, the actual 'conquering' did not take a lot of effort, but the later US casualties amounted to around 6,500 dead and 50,000 wounded.

Bush began to push for an invasion of Iraq and the national security act was passed. The first 3 days after the attack all planes were grounded and people were searching the site for survivors. Bush went to the site to give moral support.
