You are asking the wrong question. There are 435 Members in the House of Representatives in Washington DC. One for each congressional district picked by population. But Senators are picked two to each state regardless of the number of people in the state. So California with 38 plus million has two senators and Wyoming with around 1 million has two senators. Senators are not picked by legislative district.
