Yeah it's legal, people who do tattoo without a license usually tattoo at home for extra money. Which I'm thinking about doing in the future (if you do this make sure you card people, if you tattoo someone under the age of 18 without parent's permission it could get you into deep sht). But if you're trying to open a tattoo shop, It makes sense to have one though. If you do you'll be more trusted by coustomers. This statement may vary by state, but this is how it is in Indiana
