Short answer, yes, getting a needle covered with shoved into the skin of your neck thousands of time, a minute hurts.
Slightly longer and more informative answer, probably not as much as you think. At least not if it is comparable to the tattoos i have, The back of the neck is mostly skin over muscle, and the nerve density doesn't seem too high, it should be comparable to back tattoos or my scalp tattoos.
Getting a tattoo on the back of ones neck is not any ore dangerous than getting one anywhere else. It is best to always seek a professional for any ink work as they are trained and less likely to cause a issue.
It would depend entirely on the person's pain threshold. Typically, people who already have tattoos are able to bear the pain of having another added to their neck. Check the sensitivity of your own neck; tattoos are likely to be most painful in regions of high nerve concentrations and on bones.
it does hurt and alot i havent expirienced it yet but i do think it hurts
yes they hurt like hell id recommend one on your shoulder.
Neither one will be pleasant. Consider something: Every tattoo that has ever been put on anyone in the 5000-year history of tattooing hurt, and every tattoo that has ever been done stopped hurting very soon after it was done. Would you rather have a tattoo behind your ear or one below your hairline on top of your neck? Then that's the one to get.
