Go to the snowy route above Mount Coronet and below Snowpoint city. There is a shiny blue-ish rock in a patch of grass; I'm pretty sure it's above a small house. Level up eevee at a high enough level (around 30 or 25 I think) in the grass and it will evolve.

Level the Eevee up in Route 217. It does not matter where in Route 217 you level it up, or what level it currently is. As long as you are in Route 217, by levelling up, the Eevee should evolve.
There is no such thing as "Grageon". Evee's evolutions are Flareon (Fire Stone), Jolteon (Thunderstone), Vaporeon (Water Stone), Umbreon (levels up/happiness improves at nighttime), Espeon (levels up/happiness improves at daytime), Leafeon (levels up near the mossy rock in Eterna or Pinwheel Forests), and Glaceon (levels up near the icy rock in Route 217 or Twist Mountain).

remember the icy stone near snowpoint city. First increase the happiness level of our evee and take it there. Then sipmly feed it a rare candy or make it grow a level and you have your glaceon or for a lefeon take it to the mossy stone near eterna forest.

You can't evolve Eevee into Glaceon because you need a Snow Rock to level it up. The only way to get a Glaceon is to trade it with someone from Diamond, Pearl, and Platinum

some where in twist mountain there is a big icy rock. train eevee by the rock and voila! your glaceon is here.
