It'll be at the front of the car on the left ot right side. Open the hood and look close to the front of the fender for a black box that is about the size of 2 CD cases put side by side. The battery will be under that cover and have a big black and red wire going to it. Most autoparts stores will show you where it is and load test it for free.
The starter is located on the right hand side of the engine near the bottom. You can follow the positive battery cable from the battery to the starter.
The solenoid is located inside the starter.

The fuse for the cruise control on a 1998 Plymouth Breeze is located in the fuse box on the driver's side of the interior. It is located just above the brake pedal.
The lifters on a 1998 Breeze are not adjustable.

The 98 Plymouth breeze has a spring loaded belt tensioner. There is no adjustment, if the belt is loose then the tensioner must be changed.
