The moon does have an atmosphere, it's just so incredible thin that it is practically non existent. It is due, in large part, to the moon's weaker gravity (due to it's smaller size and density).
Because the Moon does not have enough mass - i.e gravity, to hold onto an atmosphere.
This can also be seen on Mars, where a lot of it's early atmosphere has been "blown" away by solar winds because the gravity couldn't hold onto it.
This is also true for Earth, where early on in it's formation hydrogen was prominent however, because hydrogen is the lightest element, the solar winds blew it away from Earths atmosphere because of the lack of "enough" gravity.
Jupiter on the other hand, has enough gravity to "hold" onto hydrogen.
The question is backwards. Earth has tons of things the moon doesn't (like an atmosphere), but the moon is but a huge slab of rock orbiting us. The composition of minerals in the moon is slightly different from ours, but it doesn't contain anything that isn't present here on earth. . . Moon has space around it ie. No atmosphere but earth does not have space. Moon can absorb and reflect light from the sun but earth cant. Moon can revolve around a planet but earth cant.
