A search of Arizona Revised Statute Title 28 (Traffic) turns up no hits for headphone, ear, earphone or earbud, so I'm thinking it is perfectly legal to wear them; however, if you have an accident while wearing them and your victim can find some reason that the accident wouldn't have happened had you not been wearing your headphones then it's probably not going to go well for you in civil court.
