The laws apply from where you are renting at.

Absolutely not. The upper 50 states all run off of the same system. If your license is suspended in the state of your primary residence, you cannot get a drivers license in any other state until your status in your primary state changes. This even applies if you change your state of residence.
Doubtful. However through the auspices of the American Automobile Association (AAA) you can apply for an 'International Drivers License" which should suffice.

You need to be 18 to get you drivers license but when you are 16 you can drive with a guardian that has a drivers license.
You cannot drive in the US on a UK drivers license, or ANY other foreign license (except Canada & Mexico). You must apply for an International Drivers License issued under the auspices of the AAA (American Automobile Association). I'm told that it is a relatively simple process.
